July 8th, 1749 Moscow, Russia Moscow Kremlin
The Imperial Minister for Foreign Affairs of the Russian Empire Gregory Orlov, upon assent of the Regent Catherine, writes six Letters of Imperial Dispatch, addressed and to be taken by direct messenger to the Monarchs of the World.
The first Dispatch is to the Emperor of the Cantonese Empire. The Dispatch requests acceptance of an ambassador, Count Mikhail Petrovich Bestuzhev-Ryumin, as permanent plenipotentiary to their Empire from Russia.
Second is to the Queen of the Netherlands, which request acceptance of ambassador Duke Gustav Ernst von Stackelberg as the permanent plenipotentiary to the Dutch from Russia.
Third is to the King of the Empire of Austria, requesting Prince Dmitry Mikhailovich Golitsyn be accepted as permanent plenipotentiary to the Austrians from the Russian Empire.
Fourth is to the King of Spain, requesting Grand Duke Dmitry Pavlovich Tatischev is accepted as permanent plenipotentiary to the Spanish Empire.
Fifth is to the King of Sweden, requesting Duke Maximilian von Alopaeus is accepted as permanent plenipotentiary to the Swedish Empire.
Finally, the King of the Empire of Great Britain is requested to accept Count Peter Chernyshev as permanent plenipotentiary to the British Empire.

The king of Sweden is happy to announce that Duke Maximilian von Alopaeus is accepted as permanent plenipotentiary to the Swedish Empire
The King also sends the following message through Duke Maximilian to the regent Catherine;
My lady, I was happy receive your request as I strongly desire better relations with the great Russian Empire. Our fathers found against each other many times but I believe that we have more in common than many other empires. In the interest of forging long term relations I would ask that steps be taken for a diplomatic summit between our two great nations.

Minister Gregory Orlov returns a formal thanks to the Holy Roman Emperor and to the Kingdom of Spain for accepting the Russian plenipotentiaries.
Regent Catherine returns to King Frederich I of Sweden the following:
My Good Friend,
I should greatly like to coordinate a summit with your Great Empire. Perhaps that old and grand city, the capitol of the Grand Duchy of Finland may serve as a location of mutual interest to our two empires that we may strengthen our friendship. As for attendance, I should like to attend the meeting myself, and would hope that you or one of your more royal representatives may present yourselves for our discussions. Further, I should hope that my friend, the Grand Duke of Finland Nikolai de Gregory, having such a stake in our mutual relations due to his shared border, may attend as well.

Dear Regent Catherine,
I was delighted to receive your reply to my invitation and I agree to the terms of it. I am happy to agree to the meeting being held in the capitol of the Grand Duchy of Finland and accept the presence of the Grand Duke himself.
I am unfortunately not well enough to travel but In my place I send my brother and HEIR in my place. You may be assured however than he has full authority to agree to what is in the best interest of our two nations and he may sign on behalf of Sweden as is required.

The ambassador from Russia is accepted with the former fur merchant Hendrick den Toom being sent to represent Dutch interests in Moscow along with a wall-lenght painting of Queen Wilhelmina as a gift to the Regent.
A request to allow the Dutch government to send a formal representative to the Kingdom of Sweden with the purpose of strengthening North Sea Trade.
As an Dutch Merchant Fleet sails into the modest Port of Valleta, Captain van Kouwen makes his way to the Habor Master to present his letter bearing the seal of Her Majesty the Dutch Queen along with his papers requesting a private audiences with the Maltese Royals.

Soon enough, after a good check of the papers and the seal on the letter, an envoy brings the news to the Grandmaster’s Palace, and van Kouwen is offered to stay the night before his audience is decided on.
The next day after the envoy comes back, an escort sloppily searches van Kouwen for weapons before taking him to the Grandmaster’s Palace, where the Prince Antonio And Princess Eliza are. At 12PM, on this cloudy day, he gets an audience in the living room, where he is also offered tea or coffee. The Prince and Princess are trusting enough to have no guards in the room for the audience

Having all his need been treated to by his mind Maltese hosts, van Kouwen was upset in a way when the hour of his audience rolled around for it meant he would be returning to the seas soon. Van Kouwen maxe his way to the living room and thanks his hosts for their hospitality. He then presents the letter from his Queen.
To the Most Noble Prince of Malta,
I do thank you for allowing my man van Kouwen onto your Island, I am near envious of him for being able partake in the legendary beauty of Malta. I wish not to waste your time, I only ask you to consider a closer relationship between our two relams. I need not explain the benefits of a partnership between us.
After the Prince appeared to have been done reading van Kouwen handed the Prince a provisional treaty for his approval.
The Treaty Lists the following Provisions:
1. The Kingdom of the Netherlands will offer military and financial support to the Princedom in times of War. 2. The Princedom of Malta will allow the construction of military and civilian installations at the cost of the Dutch Kingdom for the purpose of projecting Dutch influence in the region. The installations will include but are not limited to: A military dockyard to be used for repairs to Dutch warships amd the constriction of Maltese patrol crsft, an expanded civilian harbor for the purpose of encouraging Maltese commerce, a fortified section of the island for Dutch readers and will also house a small Dutch garrison that will be used to defend their Maltese hosts in times of conflict. 3. The Kingdom of the Netherlands will pay the Princedom of Malta a yearly stipend that will be updated every 3 years.

After leaving the princess read the letter aswell, and after the both of them read the treaty, Antonio waits a final moment before signing the extremely beneficial agreement, until his wife gets the chance to voice her opinion to him. Everything went fluid, and Antonio makes a final check of the treaty papers before he signs, not having found a trick or anything. After Kouwen is thanked, said goodbye and dismissed, the prince start writing a letter in return.
The government is tasked to start preparations for the dutch coopoerations

Ambassadors are sent to all the nations of the world, besides the rules of the netherlands with intentions of creating relations by the holy roman emperor. The emperor also sends a special ambassador to the king of sweden, offering him Pomerania for his nation. The emperor also issues a statement that any army attacking any part of the holy roman empire will be an act of war

We have been made aware of the withdrawal of your forces from the border and applaud your efforts, but troops can easily be moved back. The only way to prove to the international community and the fickle merchants here in Holland. I request in the name of peace in Europe you relinquish your Imperial Claims of dominion over Germany or I will be forced to act.
